I4DI designed and implemented a performance evaluation of the $14.5 million Civil Society Education Fund (CSEF) initiative funded by the Global Partnership for Education (GPE). The study was conducted across 50 countries using mixed-methods participatory approach, structured against the OECD – DAC evaluation criteria, featuring 7 case studies (spread across Africa, Asia, Eastern Europe and the Middle East, and Latin America and the Caribbean), questionnaires, in-person interviews, Skype/telephone interviews and focus group discussions. The purpose of the evaluation was to support reflection on achieved effectiveness (and the challenges involved) of the approaches adopted in the CSEF programme and to provide evidence of the impact of CSEF’s work to support further access to funding and other forms of programme buy-in and support. Evaluation results were measured against the given CSEF results framework and corresponding conceptual theory of change designed by I4DI. The evaluation was both summative and formative, with a strong emphasis on drawing together lessons and recommendations to inform improvements and structural changes for the future of CSEF from 2016-2018.
