I4DI facilitated a process for the Shared Measurement team to define Pact’s success and identify where measurement could serve the poor. Specifically, I4DI evolved and finalized Pact’s organizational theory of development. Our team developed both the written theory and graphical representation that summarized and illuminated the theory. We also developed a conceptual framework of measurements and indicators for collaboration, learning, and adaptive management between partners working on the same activity or program.
