The International Finance Corporation (IFC) in its efforts to support the public-private sector collaboration in Bosnia and Herzegovina (BiH) developed a project aiming to improve the business environment reforms implemented by local governments. Project envisioned work on 18 municipalities and 2 cantons in the period 2016- 2018. Baseline data collection was conducted by an independent contractor in early 2016 in randomly pre-selected 36 municipalities and 4 cantons, where 18 municipalities and 2 cantons were control and 18 municipalities and 2 cantons were in treatment group.
I4DI conducted endline data collection and impact analysis in all municipalities that were included in the baseline, in order to better comprehend the impact of business environment reforms at the sub-national level in BiH. The evaluation team utilized a randomized control trial design developed at baseline to test the impacts of the intervention, which included a comparison of findings in 18 treatment municipalities and 2 cantons versus 20 localities in the control group to assess program impact. The project provided the World Bank Group with a better understanding of the conditions influencing the collaboration between the public and private sector to help improve business reforms that will drive growth in the region.
