Siobhan Girling is an Impact Measurement & Learning Advisor at I4DI, where she works across evidence synthesis, performance measurement, and evaluation. A civil and environmental engineer and a Credentialed Specialist with the Alliance for Water Stewardship, she brings more than fifteen years spanning the full arc of impact measurement: defining impact in measurable terms, selecting which projects get funded, program implementation, and collecting and analyzing the evidence.
Siobhan worked eight years with Tetra Tech across two USAID flagship water programs. In Tanzania she was Deputy Chief of Party for Operations on a program working across utility performance, water sector finance, market-based sanitation, and catchment protection in six regions, where she built and ran the performance monitoring function across its fourteen indicators, held authority to approve or reject every result reported to the client, and oversaw a $3 million grants portfolio disbursed against verified deliverables. On a global research-into-use program generating evidence on rural sanitation, hygiene, and water service delivery across twenty countries, where success was measured by whether practitioners and policymakers adopted the findings, she was lead author of a published assessment of digital monitoring tools, served as activity manager for two multi-year impact evaluations in Kenya and Cambodia, and worked as a field researcher on performance evaluations in Ghana and Kenya, collecting, coding, and analyzing the qualitative data. Earlier, she worked in European environmental consulting, covering industrial compliance under EU pollution licensing in Ireland and contaminated land risk assessment in the United Kingdom.
Siobhan holds an MS in Water Management from Cranfield University, and a BS in Civil and Environmental Engineering with a BA in Environmental Studies from the University of Pittsburgh. She holds the GenderPro credential from George Washington University and is completing the MicroMasters in Data, Economics and Development Policy from the Massachusetts Institute of Technology, run with the Abdul Latif Jameel Poverty Action Lab. She works in R, Python, SQL, and QGIS, and speaks English and Spanish.
