Jovana Bulatovic-Dimitrova is a MEL Specialist at I4DI, where she designs evaluation frameworks, builds monitoring systems, and leads adaptive learning processes across the firm’s global portfolio. With over a decade of experience in MEL, she brings a particular strength in translating complex program logic into practical tools that help teams track what matters and course-correct in real time.
At I4DI, Jovana has led MEL system design and developmental evaluation across a range of high-profile engagements — from building transparent supply chain monitoring for smallholder mint farmers in India to designing impact tracking frameworks for cocoa farmer livelihoods programs in Ghana. She has also strengthened evaluation capacity for the EBRD, developed MEL systems for the World Bank in Kosovo, and built training curricula that make rigorous methodology accessible to non-specialist staff. Before joining I4DI, Jovana served as M&E Officer and Evaluation Manager at UNDP Montenegro, where she led MERL for a joint UNDP-UNICEF-UNESCO social cohesion program funded by the UN Peacebuilding Fund — bridging participatory monitoring with community-driven insights to strengthen trust in institutions.
Jovana is also a recognized trainer, having built the strategic planning and public consultation capacity of over 100 civil servants in Montenegro’s public administration. She is a U.S. State Department Hubert H. Humphrey Fellow and a researcher with the Center for AI and Digital Policy, where she contributes to global benchmarking of national AI governance frameworks. Jovana holds a double Master’s degree in European Studies from Sciences Po Lille and the University of Szeged. She speaks English, French, Montenegrin/Serbian, and Macedonian.
